What is the differenece between a pension fund trustee and administrator?

The two seem to have the same role i.e. collection of contributions, investment of assets and payment of benefits.

The trustees are the people who have been put in charge of overseeing the whole fund. They are in charge of choosing/hiring the investment managers, administrators etc. and making other decisions about how the fund is run

The administrators, on the other hand, are the people who are hired to carry out all the administrative tasks for the fund, such as sending and receiving communications, organising payment of benefits etc. They are not in charge of making any decisions.
